Yeah...I had that problem a few years back when I needed a copy of my marriage certificate from the courthouse. Seriously -- my school bag was searched. For that. And they were taken.
When I went to the municipal building to get a copy of our domestic partnership (for adoption), they were very worried about a battery I had in my backpack. I was in a hurry and did not explore. Now, I am curious.
Well, I used the time-honored method of biting the thread, and got it done.
To answer some of your comments, though:
-If I couldn't bring blunt kids' scissors, I'm pretty sure I couldn't have had a nail clipper. You can't have them on an airplane. -If they have scissors you can borrow at our courthouse, no one told me. I wonder if they did have them? -I wondered if there was such a thing as a thread cutter (besides the one built in to my sewing machine). I'll have to get one.
We have both known for as long as we can remember that we wanted to have kids. We decided to start down the road to parenthood about three years ago, beginning with research. In May of 2004 we began inseminating, and in July, we hit the jackpot. Unfortunately, it turned out to be a partial molar pregnancy, and we endured a miscarriage, followed by months of medical treatment, monitoring, and frustration. We began trying to conceive again in May 2005 (against our doctor's advice). We were lucky to get pregnant again in July. Despite our fears and worries, this pregnancy went smoothly and ended with a wonderful home birth and a beautiful baby girl. A new chapter begins....

They have scissors there that you can borrow.

Anyway, I survived and am not on a jury.
